ETBHN is a network of eleven Community Mental Health and Developmental Disability Service Centers. Covering most counties in Texas. Established in 1998 as a response to challenges of these organizations in delivering care effectively and efficiently to clients. In the constantly changing environment we exist, it is necessary that ETBHN be adaptable to the changing needs of centers we serve. Our Mission is to improve the quality of services for our community centers.

When a child enters the foster care system because his or her home is no longer safe, a judge may appoint a committed volunteer to help them. That volunteer is called a Court Appointed Special Advocate®, or CASA. East Texas CASA provides valuable volunteer advocacy for every abused child in this area. CASA volunteers serve as the “eyes and ears” for the judge in child welfare cases. This includes researching each child’s situation and making objective recommendations to help them reclaim their childhoods from abuse and neglect. CASA volunteers are frequently the only stable presence in these children’s lives as they navigate the foster care system.

Established in 1970, ETCOG, either directly or through its contractors, provides programs and services for East Texas seniors, employers, and job seekers. ETCOG and its contractors also build the 9-1-1 emergency call delivery system, provide peace officer training and homeland security planning services, and deliver rural transportation services, business finance programs, and environmental grant funding for the region.
